What are the operational procedures in an Into-bond destuffing operation?
It is the supervisor’s/warehouse manager’s first role to survey the cargo completely with the document given by the customer. the details in the document given has to tally with the cargo description and quantity.
1. Cargo Survey
Upon getting the Into-bond advice slip issued by the warehouse office, the Supervisor corelates the details furnished in the advice slip with that of the container, physically placed for de-stuff operation. Then he verifies the intactness of the seal and the seal number as mentioned in the BL. In conjunction with the details as recorded in Customs insurance debit records, the supervisor makes sure that the container so received is allotted to his bonded warehouse only. He also ensures that the container doors are not tampered on its enroute.
As per company SOP, cargo de-stuffing is carried out and the de-stuffed quantity is tallied with that of the quantity as mentioned in the WH BE. While de-stuffing, if the supervisor happens to notice damage to any of the packages inside the container, he takes the photo of the said package in as-is-where-is condition and shares the photo image to the CHA/Importer and wait for their response whether to proceed ahead or to halt the de-stuff operation. In case the damage is serious, the CHA/Importer arranges their nominated surveyor and the de-stuffing of the remaining cargo is done in their presence.
2. Container survey
At a few instances where the cargo inside the container is found to be in wet condition owing to holes found in and around and from roof-top of the container. Like-wise, the surveyor is arranged to survey for cargo-wetness as well. In case the container floor-board damage is seen before de-stuff operation, the supervisor submits such reports over phone or by e-mailing to CHA/Importer and obtain their permission for de-stuff operation.
3. Cargo stacking
After completion of de-stuff operation, the cargo is stacked inside the warehouse of similar height stacked inside container prior to de-stuff. Now, the stack card is prepared and inserted on the outer side of the stacked-cargo, visible to customs Bond Officer for easy verification/identification.
4. Action by Supervisor on Into-Bond advice slip
Finally, the supervisor puts his initials and mentions the warehouse number/bay where the bond is stored and the handling type conducted in the Into-bond advice slips, hands over the first copy to the warehouse office for registering the Into-bond receipts and the second copy to the Labor head for labor payment.
5. Action by Warehouse Manager on Into-Bond advice slip
Based on the details furnished in the Bond WH BE and Into-Bond advice slip, the warehouse Manager takes charge of the Bond, enters the warehouse BE details in the Bond register and pass the Into-bond documents to the WMS system for uploading as new arrival of warehouse stock. WH Manager is to make sure that the bond register details are not tampered. In addition to that Labor payment is computed based on the labor tariff against the work done.
